Possibly. But, we all know that takes too much time.
A team of scouts could help you with that problem and this list will make it even easier as these are the best available scouts in Football Manager 2021!
Criteria to make the list
Every person on the list has Scout or Chief Scout as their preferred job set in Football Manager 2021. This way you won't be trying to sign Pep Guardiola as your new Chief Scout.
Attributes
- Judging Player Ability - 15 or higher
- Judging Player Potential - 15 or higher
- Adaptability - 15 or higher
With these attributes set you will only be able to sign the best scouts for your team in FM21.

How to install Best scouts in Football Manager 2021
- Download the .fmf file
- Move the file to \Documents\Sports Interactive\Football Manager 2020\shortlists
- Load Football Manager
- Go to Staff > Staff Shortlist
- Open the menu under the GEAR icon
- Press Load Shortlist
- Pick the FMI Scouts Shortlist and press Load to finish
